The Ontario Building Code | Design
9.8.10.1. design
(1) exterior concrete steps and their anchorage system that are cantilevered from a foundation wall shall be designed and installed to support the loads to which they may be subjected.
In Plain Language
This clause requires cantilevered exterior concrete steps (and their anchorage to the foundation wall) to be designed and installed to actually carry the loads they'll be subjected to, rather than assuming a standard design is automatically adequate.
